Where to start

So, currently as I binge all the tutorial videos, I'm wondering where I should actually start to not only start committing what I'm learning to memory, but to also make a foundation to build on for the final product. As far as I can see, my options are:

1. Start creating the systems that make everything work with the blueprints while using basic testing maps to test for functionality

2. Start creating the maps to suit the theme and then create the systems to work with the intended interactions for what I plan to put in the maps

Either one seems like a good direction to me, but I think I'll be starting with the map first. It would serve to not only create something tangible to motivate me to reach my goal, but also something I could share with others and get some creative input. It's a lot easier for me to implement feedback for scenery than something like, character animations, which I know basically nothing about right now.

So since I'll be starting with the visuals, I'll need to get some references to base it on. I've taken to studying the intro to GitS since it was rendered in 3D and is pretty much what I want to base my look on.

Seems pretty normal for near future cyberpunk, so far.
And a pretty standard urban apartment complex-type-thing.
The parks also compare pretty normally to what I remember when I visited Japan. Minus the spider-tank. Maybe we've already become cyberpunk? Turns out the architecture in a cyberpunk future isn't so different from modern day.
